Golonies to the Governor of Hong Kong.

According to information received in London it

is possible that the Japanese Consul-General in Hong

Kong is being instructed to approach you in a friendly

way in connexion with an alleged anti-Japanese

organisation in Hong Kong, offering in exchange for

some measure of control of such activities to discuss

the removal of such causes for complaint as you may

yourself bring forward. We should be grateful for early

information of any such approach. Apart from the

possibility that it might conceivably afford a basis for

the discussion of outstanding Anglo-Japanese difficulties

affecting Hong-Kong, in view of the determination of His

Majesty's Government to seek all possible means of improving

Anglo-Japanese relations you should immediately report

to me and should, yourself

any such proposals," ‘give no publicity to them, until I

have had an opportunity of examining them in conjunction

with Foreign urrice.
